"Ember creates a little dragon rebellion as she grows, it focuses on giving dragons a major role in Equestria, most of them envy ponies and their high status. Spike doesn't want to be a part of it, he thinks it's ridiculous. It kind of is unnecessary, but the dragons who follow her don't want to listen. Garble plays the role of the rebel inside the rebellion. He's kind of forced to be in it but doesn't want to at all. At this point he feels attracted to Spike.
