There were supposed to be two pages before this one but I couldn't find good dialog, in short, after his defeat in the movie, the storm king was rebuilt and used as a garden decoration in Canterlot, he is then contacted by Grogar who want him to bring him back from his exile.
The storm king beast form is based on his early concept art and the yokai Nue.
