The mystery bow was actually a hologram bow!
Dr. Violet wants to try bringing Cyberia Heart outside of the lab to interact with other ponies. In order to test if Cyberia's AI for exhibiting emotions is convincing enough for others, the robopsychologist gave her this bow. The center of the bow is actually a device that projects a holographic illusion around the user. In Cyberia's case, it makes her look like a living, breathing pony!
