Celestia was still alive to help raise her but died when solstice was a teenager. Solstice misses her great grandmare a lot sometimes, when things get tough she can only pray Celestia hears her wherever she is.
She’s never met Azure but when some unforeseen circumstances call for Solstice to go to Ponyville she finally meets the youngest royal among the group of 5.
