Though the clothes aren't as ragged as most pics I have of Fallout Equestria theme, there's a good reason for it here. Centaurs were never part of the conflict and as such their civilization didn't suffer the same fate as Equestria and the nameless Zebra nation (Zebrabwe? Zebswana? Zahili? Zebrica?), and as such is it often reflected in the getup any traveler would have.
Our posterboy here is clearly of a simple upbringing.
