Wasn't easy to tell, but per Tony Fleecs at EFNW '14, Scoots is totally Alex Foley (when you zoom in like this you can see the Detroit Lions jacket). Also suspect (cut on the right side) is in a hawaiian shirt, which I'd tag as Mel Gibson's Lethal Weapon character.
