Scootaloo can already blast along at breakneck speed on her scooter just by fanning her wings for pure thrust, so it seems kinda obvious that the way to get her into the skies is to give her an equipment upgrade to a hang glider, or something like Nausica's Maeve… or just a new scooter with pop-out wings.
