Rarity and her family is just recognized as the strongest and thus their family is in control. Fluttershy is not a vampire, but simple a blood vassel and Scootaloo is recently turned by Sweetie Belle.

Mistress- female leader of a vampire clan
Blood Lady- A lady noble related to the head family
Honour- a pony changed by a member of the head family because of their friendship/love.
Blood Vassal- A personal blood bank to a vampire and is under that vampire’s protection."
