Pygmy Pegasi come from a small village in the mountains near the Yakyakistan border, they rarely get past filly-sized and are super fluffy due to the cold climate they are raised in. They lived in isolation for centuries, onlly to reconnect with Equestria after the treaty between the Yacks and the Ponies. They still tend to stay on their mountain, but do come down every now and then to trade. Cocoa Mint permanently moved down to set up a cocoa booth in Canterlot, which has become a bit hit.
