If Sunset’s element is empathy, I think a good pick for Starlight would be the Element of Freedom. On her first major mission, she helped free the changelings from Chrysalis's reign and is learning that individuality is not only okay but important.

Sunset started out as a selfish bully who only cared about herself and became the Element of Empathy. Starlight started out as a tyrant that enslaved a village and became the Element of Freedom.
