Soarin: *The stallion looks at his crush of four years and then down at the cloudy concrete ground* Dash…ya know…I've known him longer, but you've been my friend longer…
Rainbow Dash: *The mare's ears perk up slightly as she listens*
Soarin: Plus, I've liked you forever. Actually, when you first became a wonderbolt. You were so excited about it, you wore the uniform for a week straight before taking it off and getting it washed. *H smiled softly as he thought of the distant memory* I-If you really want me to go out with you…then…I will. I'll talk to Dumbbell though first. I don't think it's fair to him if I don't tell him.
Rainbow Dash: *She nods slowly as a small smile runs aacross her face* Thank you…I just…I just need this one evening okay? And…if you want nothing to do with me after that then I won't bother you again. I'm desperate to try and make a normal life again…
Soarin: *The stallion moves closer and wraps a hoof around her shoulders* I know…and trust me, if I wanted nothing to do with you, that would have happened a LONG time ago~ *He couldn't help but chuckle softly*
Rainbow Dash: *The mare blushed softly and smirked* Whatever~

This scene takes place about three or four months after Rainbow and Dumbbell get into an argument and are separated. Rainbow went without eating, sleeping, just sat at home with the lights out really. She wouldn't even touch her Daring Do books, and was lost to her own thoughts. After much of her thinking, she came up with the only solution that made sense to her and that was trying to move on. She was trying desperately to force herself to live a normal life again. She needed to eat her meals, as Twilight instructed, go outside, get some exercise, stretch her wings, try and go meet with her friends. This was Rainbow's solution. It might not have made much sense to any pony else but it made sense to Rainbow and that's all she needed.
Soarin was always trying to be a gentlecolt and though he liked Rainbow for years, Dumbbell made the first move. As his friend, Soarin was willing to respect that and didn't make any advances towards his special some pony. Rainbow always knew the stallion had an eye for her, but it didn't really sink in until she had nothing else [that's what she thinks of it as].

As some pony who goes through depression and personal issues, I can make sense of this scenario. Sometimes I think there's only one solution and I need to go with that. Might not make sense to any pony else, but to me it would fix everything. And usually, it does~
