While I do believe that currently Spike does see her as a sister/friend/slave-driver, I bet at first it was like his mom, since she basically hatched him into life, and was the only caretaker for most of his first years. Filly Twi did get some help and support in raising him, but ultimately it was her job, as we see in the IDW comics.
So yeah, I thought up this cute lil' thing like a year ago and was saving it up for US' Mother's Day (mine is way different day), 'cause it'd be more relevant.
