She's the baby of Sugar Belle and Party Favor
She lives with Party Favor, Double Diamond, and Night Glider in "New town" (the town they come from. It never got an official name)
Of course though, she'll travel to Ponyville every now and then to see her "Other" family, Sugar, Cheese sandwich and Pinkie.
Her parents aren't separated, they're still in a relationship, just long distance.
