Dissonance was Luna's long-time favorite niece. Shortly before Harmony was born, everything revolved around Dizzy to Luna. She was the only little pony who got away with calling her "Moona".
Although Celestia wasn't necessarily a bad mother, Luna was and always had been better with foals by leaps and bounds. Naturally, Luna took on a lot of the responsibility when it came to raising Dissonance and Harmony both before Nova came along.
