Looking at the streets, you can see that this diversity is achieved mainly due to the Imperial Guard — pegasus vigilantes patrol here and there (they can be easily identified by the white bandage with the state symbol), and on the streets corners stand earthpony guards in black uniforms, which contrasts greatly with the golden glow of the city, and in especially busy squares there are certainly so-called “observers” — unicorns, specially trained to look for “undesirable” faces in the crowd.
