Discord and Celestia had planned to have two children so it was settled when the twins were born.
In Applejack and Raritys case, back when they had Apple Syrup they were quite in a pinch to raise her because of their jobs, so raising a second child is certainly not in their plans for the future.
And in Twilight and Pinkie Pies case, they tried once but the spell kind of backfired and they decided not to try again.
