When close to death, phoenixes have the habit to throw themselves into volcanoes in order to be reborn. The dragons believed that by doing, so they blessed the land, making gems more abundant and regarded them as sacred beasts. It is now known that phoenixes don't have that kind of power but the love of dragons for the immortal birds is still strong and trying to harm a phoenix is severly punished, although not as much a it used to be in the past where doing what Garble tried to do in dragon quest could warrant death penalty.
