Hoofclid was interested in the full potential of Noodle snuggles, so he drew this. Hoof is a snuggly guy and snuggles alone don't equate to shipping in his art; considering Fluttershy is dating Applejack in this AU and draconequus Discord's interactions are only debatably canon, it's safe to assume no shipping was meant here.
