This was a scene that was a bit tricky to humanize seeing that in the pony version it's pretty easy to lift a filly and then turn her around. Children are a bit heavier and bigger so I'm imagining that Rarity just lifts up Scoots as a whole. We know Rarity has a talent in levitation.
