"Chip and Chirp in the mooorrning!"

At the School of Friendship morning announcements, sports events, and anything requiring a broadcast or hosts is covered by Chipper Chaplet and Chirpy Richling! They are the King and Queen anything they become invested in.
Chipper Chaplet is the son of Diamond Tiara and Scootaloo while Chirpy Richling is the daughter of Silver Spoon and Biscuit. Obnoxious to their cores, you have to admire their tenacity.

They play off each other like Troy and Abed from Community. While popular, they are odd. They're always coming up with zany hijinx to entertain the school. Luck always seems to be on their side!

Chipper is very high maintenance and opinionated. He very critical of his classmates and has a habit of fixing people's accessories and readjusting any stray hairs or feathers if he's in conversation with you. Like a mother hen, he dotes on anything he comes in contact with.

-Chip isn't close to Scootaloo. Both his parents separated and remarried. Scoots married Terramar and had a daughter named Paraiba. Chip pretends Scoots and her new family don't exist much to the chagrin of his aunt Rainbow Dash.

-He's the Heir to the Rich estate and LOVES to entertain and help out his grandparents. Nana Spoiled Rich hated Scootaloo and is part of the reason Chip has a weird relationship with her. She does however love Chip, maybe even more than her own daughter DT. [She always wanted a son]

-Chip is an actor as well. He used to be in a kids' TV show when he was a wee munchkin and made a shitton of money as well as got Equestria wide recognition. Think Mary Kate and Ashley or Sarah Lynn!

I imagine he sounds a bit like Jon Lovitz character Radio from The Brave Little Toaster. He's very loud, clear, and bombastic. "Cheer up, you old fuddy-duddy! Give us a smile!!"

Chirpy Richling is less high maintenance than Chipper but she's still a piece of work.
Chirp is ALL about Holidays particularly making Holiday themed announcement. Her parents spoil her and people rarely say "no" to her.

-Chirp has a huge crush on her male counterpart Chip and tolerates being his righthand lady. She does want to be more to him though.

-Chirpy has been known to yell at her classmates if they slip up. Every event she plans must be perfect and she will tell you if you're falling short. If you're not Chipper, you're staff. She even bosses her parents around.

-Chirpy hosts a podcast called Chirps from the Catacombs where she reads spooky stories. It's very popular in the horror community and she has a little cult following. Chirp loves the macabre.

-In my head, she sounds like Stefani Stilton from Bojack Horseman. Her voice is high but she can slip into a more monotone when she's reading horror stories
