The philosophy of the Warmonger is to separate the wolves among the sheep, to create a world where the weak and complacent sheep are ruled over by the powerful and bloodthirsty wolves. Of course, this philosophy was meant to be interpreted metaphorically, something that Astrea failed to mention. A literal interpretation made Astrea's question make no sense to Pom.
