This is she-demon Sunset Shimmer's idle on MUGEN, as you may have seen on a screenshot, she can transform into her she-demon form.
The reason why the magic doesn't leak out from the crown is because its a separate animation, like Gladiacloud's Charizard MUGEN character.
And yes I know, this is based on Botchan-MLP's demon Sunset Shimmer's idle…
