As for activity, it's mostly inertia. Thefascist sympathizers "free speech advocates" who left Derpibooru all left in a flock and maintain activity on their own homes. Tantabus is an offshoot of Derpibooru formed when Derpibooru banned AI-generated content. As of today, Manebooru is the only booru with a hard-line stance against topics such as fascist sympathy or underage pornography. The drama on Derpibooru when it banned said content (then unbanned it, then rebanned it, then unbanned it, which stuck) blew over and most of the site didn't seem to care.
A big part of the perception of low activity is because we don't maintain social fora. As an offshoot of Manechat, we direct socialization there since that's where the majority of mod time is spent.
